Who Is Entitled to Free NHS Dental Treatment in Scotland
Everyone, full stop. The only real question is how often. Most patients are seen every six months, but if you have a history of gum disease, a high risk of decay, or other ongoing concerns, your dentist might recommend more frequent visits. If you’ve not been in a while and you’re not sure where you stand, the check-up itself will tell you.
Under 26 Years Old
If you are under 26, every NHS dental treatment you need in Scotland is completely free — check-ups, fillings, extractions, root canal treatment, X-rays and more. This applies to everyone under 26 regardless of income, employment status or whether you are in full-time education.
Proof needed: Photo ID showing your date of birth, a driving licence, passport or young person's railcard will all be accepted.
This is one of the most important and least-known benefits available to young people in Scotland. If you're under 26 and haven't registered with an NHS dentist, there is no reason to wait.
Pregnant Patients
If you are pregnant, all of your NHS dental treatment is free from the moment your pregnancy is confirmed until the date you give birth. Hormonal changes during pregnancy can affect your gums and teeth, so this is an important time to come in for a check-up if you haven't already.
Proof needed: Your MATB1 certificate or a letter from your midwife or GP confirming your pregnancy.
New Mothers
If you have given birth in the previous 12 months, including a stillbirth, you are entitled to free NHS dental treatment for the full 12 months following the birth.
Proof needed: Your baby's birth certificate or MATB1 certificate.
Universal Credit Recipients
If you or your partner are receiving Universal Credit, you may be entitled to free NHS dental treatment. The qualifying condition is that your take-home pay in the most recent assessment period must have been £435 or less — or £935 or less if you have a child element or a limited capability for work element in your award.
Proof needed: Your Universal Credit award letter showing your most recent assessment period earnings.

Income Support Recipients
If you or your partner are receiving Income Support, your NHS dental treatment is completely free.

Income-Related Employment Support Allowance

Tax Credit Recipients
If you or your partner are receiving Child Tax Credit or Working Tax Credit — or both — and your income meets the qualifying threshold, you may be entitled to free treatment. The specific qualifying conditions depend on the type of Tax Credit and your income level.

HC2 Certificate Holders
If you have applied for the NHS Low Income Scheme and been awarded an HC2 certificate, your NHS dental treatment is completely free.
An HC2 certificate is available to patients who do not qualify for automatic exemption but have a low income. You apply using an HC1 form, which is available from your dentist, your GP surgery, or directly from NHS Inform at nhsinform.scot.
Proof needed: Your valid HC2 certificate. Check the expiry date before your appointment — certificates need to be renewed periodically.
HC3 Certificate Holders
If you hold an HC3 certificate, you are entitled to partial help towards the cost of your NHS dental treatment rather than full exemption. The amount of help depends on the level of assistance shown on your certificate.
Proof needed: Your valid HC3 certificate.
Always Bring Proof of Eligibility
If you are entitled to free treatment but cannot provide proof of eligibility at your appointment, you may be charged the standard 80% rate and asked to apply for a refund afterwards using an NHS Dental Charges Refund form. This is an avoidable inconvenience.

What Does Free NHS Dental Treatment Include?
Free NHS treatment covers all clinically necessary dental care, everything your teeth and gums need to stay healthy and functional. This includes:
- Dental examinations and check-ups
- Diagnostic X-rays
- Oral cancer screening at every visit
- Scale and polish where clinically necessary
- Fillings: white fillings for front teeth, amalgam for back teeth where appropriate
- Tooth extractions
- Root canal treatment
- Standard acrylic dentures
- Crowns and bridges where clinically necessary
- Children’s orthodontics where there is a clinical need (under 18)
What free NHS treatment does not include:
Free NHS treatment does not cover cosmetic procedures. Treatments that are purely for aesthetic improvement rather than clinical necessity are not available on the NHS and must be arranged privately. This includes teeth whitening, cosmetic composite bonding, porcelain veneers, Invisalign, and dental implants in most cases.
If you are unsure whether a specific treatment is available free on the NHS, ask your dentist at your check-up. They will always be transparent about what is covered and what isn’t, and will explain any private options with full costs before anything is agreed.
What If You Don't Automatically Qualify But Have a Low Income?
If you don’t fall into any of the automatic exemption categories but you have a low income, you may still be able to get help with the cost of your NHS dental treatment through the NHS Low Income Scheme.
You apply using an HC1 form, which is available:
- From our reception team at the practice
- From your GP surgery
- Online at nhsinform.scot
If your application is successful you will receive either an HC2 certificate (full exemption, you pay nothing) or an HC3 certificate (partial help, you pay a reduced amount). The decision is based on your income and circumstances.
It is worth applying even if you are not sure whether you will qualify. Many patients who assumed they would not qualify have been awarded an HC2 or HC3 certificate and been able to access free or reduced-cost dental care as a result.

If you have recently moved to Edinburgh or Leith from England, the NHS dental charge system here works differently from what you were used to.
In England, NHS dental charges are based on three fixed bands, Band 1, Band 2 and Band 3, with set prices regardless of the actual cost of your treatment. In Scotland, there are no bands. Instead, you pay 80% of the actual cost of your treatment, up to a maximum of £384 per course of treatment.
Crucially, in Scotland all patients under 26 receive completely free NHS dental treatment. In England this exemption does not exist in the same way. If you or anyone in your family is under 26, they are entitled to free dental care at this practice.
